The Penalty: Andalusia was hit with a reported €5 million fine for unpaid social security contributions.
The Freeze: This fine sent shockwaves through regional governments, leading Madrid and Valencia to freeze placements until a new legal framework is agreed upon.
The Visa Block: Without a Letter of Acceptance (Nombramiento), you cannot apply for a student visa. Without that visa, you cannot legally enter or stay in Spain.
